  Phil was hired to do some patio work for us. He asked for $2800 to buy supplies but instead spent the money on personal expenses. No supplies were ever bought and now claims health problems are keeping him from doing work. We have asked for the money to be paid back but he says he doesnt have any money. We asked for payment arrangements but he has not agreed to any. BEWARE!!!!
